Last week, Easley City Council approved phase two of the renovation project, awarding a $15,650 contract to 84 Lumber to improve the building’s insulation.
West End Hall is the home to the Easley Foothills Playhouse, the W.A. Carr Conference Center and the Pickens County Legislative Delegation Office.
Funding for improvements to the hall came from a $202, 680 Conservation Energy Block Grant the city received as part of the American Recovery and Reinvestment Act — the stimulus package.
The federal grant does not require any matching funds from the city, officials said.
Last month, council approved awarding two bids as a part of the renovation project — a $98,980 contract to AAA Heating and Cooling for repairs to the building’s HVAC system, and a $38,590 bid to Easley Electrical for lighting improvements in West End Hall.
Easley Mayor Larry Bagwell said that local companies had bid for the project, but that 84 Lumber’s bid was lowest by a factor of several thousand dollars.
Before the phase two vote, Councilman Chris Mann again recused himself from the vote, stating that he felt voting on the issue would be inappropriate as he believed a relative had bid unsuccessfully on the project.
Aside from Mann, council voted unanimously to award the bid to 84 Lumber.
